From Hesitant Steps to Systematic Efforts

Since late 2009, the Commission has been seriously engaged in devising strategies and policies for increasing voters’ participation, especially of youth, women, urban voters and socio-economically deprived sections through education and civil society partnerships.

The Systematic Voter Education for Electoral Participation (SVEEP) division soon became the nerve centre of this initiative. The Commission adopted a multi-pronged approach for voters’ education. The classic approach of studying the knowledge, attitude, behaviour and practices (KABP) of voters was combined with several mediums of education. Many of these approaches are designed with inherent measurable indicators while some do not have tangible assessment criteria. This system has already yielded results reflected in voter registration and voter turnout figures in the elections to the legislative assemblies of some states, conducted between 2010 and 2013.

It is not that the Commission did not engage with voter information activities before this initiative. For the elections conducted to the Lower House of Parliament or to state legislative assemblies, the Commission generally sought to keep the voters informed about the details of the voting place and timing, kind of identification (documents) required, the registration process and how to vote using EVMs through standard notifications. Some proactive officers tried to strengthen this communication in their areas through individual efforts. Yet, giving voters’ information was at best considered an add-on.
